This tool serves as a policy companion for local, regional, and national authorities seeking to embed participation in adaptation planning. It identifies common governance barriers (such as institutional gaps, political reluctance, or weak follow-up) and offers actionable steps to overcome them, supported by other CLIMAS tools.
