Citizen Assembly Portal (CAP)

A portal for facilitating informed decision-making in deliberative democracy by bridging the gap between governments and citizens.
Citizen Assembly Portal (CAP) is an integrated digital portal designed to strengthen citizen engagement and participatory governance in addressing climate challenges. The portal enables governments, organisations, and communities to collaboratively create, evaluate, and monitor climate assemblies and related initiatives.

Novel tools to support the organisers and citizens to execute CA

The CLIMAS CAP is explicitly designed to assist set up, operate, and monitor climate assembly activities. Hence, climate assembly (CA) specific tools have been developed under the scope of the CLIMAS project.

  • Survey Module: Using the Survey Module, stakeholders can conduct structured consultations and gather insights from orgnisations, municipalities, community groups, NGOs, citizens etc.
  • Stakeholders: CA organisers, NGOs, municipalities, community groups, citizens, and Associations.
  • Climate Assembly Evaluation and Monitoring Tool: The Climate Assembly Evaluation and Monitoring Tool is designed to support the structured management and continuous assessment of Climate Assemblies.

  • Knowledge and Evidence Support Tool(KEBS): KEBS Tool assists in generating data-driven agendas, related dilemmas and question behind it and also presents useful analysis like sentiment and keyword frequency analysis for climate assemblies.

  • Climate Assembly Outcome Tool: The Climate Assembly Outcome Tool bridges the gap between citizen outcomes and actionable policy by linking assembly recommendations to governance frameworks and National Adaptation Plans (NAPs).

  • Scenario Prioritisation Tool (Multi Criteria Analysis or MCA Tool): the Scenario prioritization tool (Multi-Criteria Analysis Tool) enables transparent prioritization of climate measures based on multiple social, environmental, and economic criteria.

  • Proposal Module: The Proposal Module lets citizens submit proposals, collect votes within a set timeframe, and engage their community in meaningful dialogue.

  • DPSIR and PESTLE Analysis Tool: The DPSIR & PESTLE Analysis Tool provides an integrated framework for understanding the complex interactions between human activities, environmental change, and policy responses.

    Together, these tools make Citizen Assembly a one-stop solution for inclusive, evidence-based, and accountable climate decision-making. All the tools are open access.
  • Guidelines and Methodologies:
    Guidelines for Climate Assemblies are added to the CAP to offer practical resources for setting up effective participatory processes.

The Citizen Assembly Portal provides an integrated digital ecosystem that streamlines every stage of the Climate Assembly process—from planning and citizen engagement to evaluation and policy follow-up. It enables inclusive participation through surveys and proposals, supports evidence-based agenda setting, facilitates expert collaboration, monitors activities and outcomes, and links assembly recommendations to policy frameworks—ensuring transparency, accountability, and impactful climate action.
