KEBS Agenda Setting Tool

The KEBS Knowledge and evidence based support tool
The KEBS Tool facilitates the systematic generation of actionable agendas, dilemmas by processing citizen recommendations, scientific evidence, and climate data, enabling decision-makers to prioritize the most pressing climate issues efficiently.
What does the Tool Do?
The KEBS Tool analyses data collected from Climate Assemblies, scientific literature, mainstream media discussions, social media threads and legacy data spaces to automatically generate and prioritise agendas for Climate Assemblies. By leveraging advanced Natural Language Processing (NLP) and Multi-Criteria Analysis (MCA), the tool identifies and ranks the most urgent climate dilemmas based on technical feasibility, economic viability, and political acceptability.
Key Features
The KEBS Tool provides an automated, evidence-based framework for generating climate agendas, offering the following key features:
- The tool automatically processes input from Climate Assemblies, scientific literature, media sources, and climate data, identifying the most urgent climate-related dilemmas to form the agenda.
- The tool applies MCA to rank the identified agendas based on feasibility, impact, and policy relevance, ensuring that the most significant issues are addressed first. The CA organisers’ preferences can be considered.
- Each agenda item is mapped to relevant governance domains, highlighting which policy areas are affected by the recommended actions.
- The tool generates clear, structured output summaries that allow stakeholders to review and act on the agendas, ensuring transparency and actionable outcomes.
Why It Matters?
The KEBS Tool enhances the agenda-setting process in Climate Assemblies by automating the analysis of climate data and recommendations, ensuring a data-driven, transparent, and inclusive approach to climate governance. By linking citizen input to national policies and prioritising dilemmas through evidence-based analysis, the tool empowers stakeholders to take informed, timely action on climate adaptation, fostering greater collaboration and accountability in the policymaking process.
