Citizen Science Toolkit for Climate Assemblies

Empowering people to shape climate action through knowledge and participation. What if every citizen could play a part in shaping climate decisions, not just by being heard, but by contributing real data, ideas, and insights?

The Citizen Science Toolkit for Climate Assemblies makes this possible. It’s a practical, easy-to-use resource that helps communities, climate assembly organisers, and policymakers bring citizen science into the heart of climate assemblies and participatory processes.

Developed within the CLIMAS, this Toolkit combines the spirit of citizen science with the democratic power of citizens’ assemblies. It shows how collective research and shared evidence can make climate deliberations more inclusive, informed, and impactful.

What’s inside the Toolkit?

The Toolkit offers everything needed to connect people’s knowledge with climate action:

  • Practical guidelines to plan, run, and evaluate citizen science activities during an assembly.
  • Real-world citizen science projects from across Europe, over 50 examples in areas like biodiversity, mobility, energy, and urban resilience.
  • Case studies from assemblies in Riga and Edermünde, showing what works and what to watch out for.

The Ciziten Science toolkit online portal is fully open and connected with the Citizen Assembly Portal, where you can explore, contribute, and share new projects.

Why it matters

Climate assemblies are spaces where citizens come together to deliberate on urgent climate issues. By integrating citizen science, these assemblies go beyond discussion, they become hubs of shared discovery. Participants can measure air quality, track biodiversity, monitor floods, or co-design local climate actions. The result: decisions that reflect lived experience, grounded in both science and community knowledge.

Co-created by and for citizens

The Toolkit was co-designed through living labs, workshops, and assemblies across Europe, involving citizens, researchers, and policymakers. It reflects a collective effort to make participation more meaningful, data more democratic, and climate policy more connected to real life.
